After seeing that cat litter is mentioned fairly frequently, I thought I would post something.
My mother has a huge cat litter problem. She has ONE CAT but she has one of those huge litter boxes and goes through 20 lbs of litter a week. Really. What she does is she just keeps putting more litter in on top of the used litter, and it gets so deep that the cat scratches it out all over the bathroom floor, and she doesn't clean it up. By the time she actually lets me empty it for her, it's literally overflowing. She doesn't scoop, she doesn't change it, she just keeps putting more on top and it stinks to high heaven in there.
I told her how I used to do our litter when we had the indoor cats, but she won't do it. I thought I'd share it here in case somebody else wants to try it.
We used to have three inside cats. I had a regular size litter pan and bought one 5lb bag of litter a week. Every day I would pour out the litter into a bag, squirt the inside of the box with Windex, wipe it out with paper towels, throw them in the bag too, and put in about one inch of litter. I would take the bag outside to the garbage immediately. I was doing it that way for her right after her surgery when she couldn't do it herself, but now that she can, she is dead set against it. Doing it this way takes about five minutes a day and it doesn't smell bad at all, and it keeps it clean enough so that the cat won't refuse to use it and poop in the tub, like he does with my mothers litter box.
I also had one of those covered boxes with the air filter but they didn't much care for it. Now our only cat is an outside cat who only occasionally comes inside.

I agree with you, UsedToBeNeat, that that's the way to go - small amount of litter with frequent dumping of the box.

We have one cat but he is huge and doesn't fit into a standard sized catbox. I have to use the whole container of litter in order to give him enough litter to cover his mess. He likes his privacy, so we use a big Rubbermaid bin with a door hole cut into the end.
We scoop daily, and change the litter completely about once every week or ten days.
The only time I smell the box is when it hasn't been scooped for a couple of days.
I also keep the box on a rubber backed rug and we vacuum around the box whenever it is scooped.

If she doesn't want to do that, and still refuses to scoop, one idea might be one of those self-scooping litter boxes.
